“Road Owners Getting to Grips with Climate Change” is a trans-national Joint Research Programme that was initiated by ERA-NET ROAD (ENR). The participating National Road Administrations (NRA) in this cross-border funded Joint Research Programme are Austria, Denmark, Finland, Germany, Ireland, Netherlands, Norway, Poland, Sweden and United Kingdom. They establish the Programme Executive Board (PEB) with Sweden as the Programme Leader (PL) and Austria as the Programme Executive Chair (PEC).
The PEB uses the Common Obligation Programme Model from the “ENR toolkit” to perform this cross-border funded joint call for proposals. The call for proposals is announced in the supplement of the Official Journal of the European Commission and conducted by the Swedish Road Administration under Swedish law and regulations. The EUR 1,35 million budget for this 3 year Joint Research Programme is jointly funded by all 10 funding participants of the PEB. It is foreseen to fund five to fifteen projects.
The reference number of this programme is “ENR SRO3”, because it was initiated by ENR based on the Strategic Research Opportunity (SRO) number 3.

The next coming important steps for a successful ongoing of the ERA-NET ROAD project will be the WP7 Meeting in Vienna, 11/03, and the WP6 PEB-Kick-off Meeting in Copenhagen, 13/03.
Work Package 7 coordinates the dissemination of the ERA-NET ROAD project, the PEB of Work Package 6 is responsible for the first joint funded trans-national Programme on “Road owners getting to grips with climate change” (see “News” above).
Depending on the preparation of the workshops for the Strategic Research Objects (SRO) and the excellent work of the task forces a Joint Research Programme with the research topic “Road owners getting to grips with climate change” was initiated.
All in all 10 research partners of the different National Research Administrations participate in this first joint funded trans-national Programme to do research in this global field. Sweden takes the lead for organization and administration, Mr Christian Pecharda (AUS) was appointed to PEB chairman and Mr Christopher Patten (SWE) as Programme Leader.
Participating countries are UK, FIN, NL, SWE, GER, NOR, AUS, PL, DK and IE and each of them spend an amount of 150.00 Euro for three years what offers a complete amount of 1,5 Million Euro.
Adapted on the concentrated work of the Task force with the leadership of the Netherlands a trans-national funded joint call was initiated. All National Road Administrations (NRA) could agree on the global research topic “Road owners getting to grips with climate change” what has been started with a Strategic Research Object (SRO).
Now it is again on the task force to continue its excellent work and to gain the NRAs to fund the joint research programme. But reviewing the development of the ERA-NET ROAD project so far and the first statements of the NRAs the Joint research Programme will initiated as another important step to successful collaborative trans-national research and cooperation in Europe.
In a row of constructive and productive workshops another important step to a successful trans-national research Programme has been done.
Analyzing the needs and wishes of the National Road Administrations (NRA) the different Strategic Research Objects (SRO) were determined and their Project and Research Opportunities were reviewed. After intensive and deep going research work two SRO Workshops were planed and successfully done with the two research topics “Road Owners Getting to Grips with Climate Change” and “Holistic Approach towards Sustainable Roads”. Continuing the concentrated work two task forces under the chair of Austria and the Netherlands were initiated to make programme proposals and to coordinate the follow-up.
With a little delay the fourth newsletter of ERA-NET ROAD is now available for download and you can also subscribe to receive regularly information about the project.
Subjects in this edition are the first experiences with the Common Project Model, an overview of three workshops in Ljubljana, Helsinki and Copenhagen, the actions and the development of Workpackage 2 including a workshop in Copenhagen and the comparison of three different models (Common Project Model, Common Obligation Project Model and Common Obligation Programme Model). Furthermore the calendar of events is released in an updated version.
